PILPG’s Policy Planning Initiative supports the development of long term, strategic policy planning that is crucial to international accountability, global conflict resolution, and the establishment of international peace by advising policymakers, policy shapers, and key stakeholders.

PILPG is engaged in peace negotiation preparation efforts in Ukraine across a range of topics. This page is designed to prepare Ukraine and its international partners for negotiations by offering material on earlier peace agreements and drafts negotiated for Ukraine, peace proposals published by Ukraine and other states, as well as providing drafting notes that could aid negotiators when developing strategies for achieving lasting peace in Ukraine.

The resources on this page were developed in collaboration with PILPG experts, including current and former Prime Ministers, Ambassadors, Ministers of Justice, Ministers of Foreign Affairs, Ministers of Commerce and Industry, United Nations officials, diplomats, Generals in the U.S. Army, chief prosecutors of international courts and tribunals, legal counsel and staff at the International Criminal Court, and professors of international law. Contributors hail from a diverse range of countries, including Afghanistan, Albania, Armenia, Costa Rica, Ethiopia, France, Germany, Hungary, Kenya, Kosovo, Liberia, Maldives, Mexico, Moldova, Montenegro, Panama, Paraguay, Sierra Leone, Slovenia, Sudan, Switzerland, the Netherlands, Ukraine, the United Kingdom, and the United States.
